Philip Rubin: Biographical Sketch
Philip Rubin, Ph.D., is a cognitive scientist, technologist, and science administrator, who for many years has been involved with issues of science policy and ethics. He is the Chief Executive Officer emeritus and a member of the Board of Directors of Haskins Laboratories in New Haven, Connecticut, where for 20 years he was also a senior scientist. In addition, he is a Professor Adjunct in the Department of Surgery, Otolaryngology at the Yale School of Medicine, a Research Affiliate in Psychology at Yale University, a Fellow at Yale's Trumbull College, and a member of the University of Connecticut Board of Trustees where he is also Vice-Chair of the Board, leading their Research, Entrepreneurship and Innovation Committee. He is best known for his technological and theoretical developments related to understanding the biological bases of speech and language and their disorders, and for his national roles in the areas of behavioral and social science, neuroscience, and research ethics. He is also the President of the Federation of Associations in Behavioral and Brain Sciences (FABBS).
From 2012 through February 2015, Rubin was the Principal Assistant Director for Science at the White House Office of Science and Technology Policy, where he also served as Assistant Director for Social, Behavioral, and Economic Sciences, led the White House neuroscience initiative, and was co-chair of the National Science and Technology Council (NSTC) Committee on Science and the Common Rule Modernization Working Group. During that period of time, he was also a Senior Advisor in the Social, Behavioral, and Economic sciences directorate (SBE) at the National Science Foundation (NSF). From 2006-2011, Rubin was the Chair of the National Academies Board on Behavioral, Cognitive, and Sensory Sciences, which focuses on the intersection of cognitive science and public policy. From 2000 through 2003, Rubin served as the Director of the Division of Behavioral and Cognitive Sciences (BCS) at the NSF. He is also the former Chairman of the Board of the Discovery Museum and Planetarium in Bridgeport, Connecticut.
Rubin received his B.A. from Brandeis University in psychology and linguistics and his M.A. and Ph.D. from the University of Connecticut in experimental psychology. He is a Fellow of the Acoustical Society of America, the American Association for the Advancement of Science, the American Psychological Association (APA), the Association for Psychological Science, the Linguistic Society of America, the Psychonomic Society, a Senior Member of the IEEE, an elected member of the National Academy of Public Administration and the Connecticut Academy of Science and Engineering, and is a member of the American Academy of Arts and Sciences Language Commission and their Challenges for International Scientific Partnerships (CISP) Large-Scale Science working group. In 2010, Rubin received APA’s Meritorious Research Service Commendation. In 2016, he was granted lifetime membership in Nu Rho Psi, The National Honor Society in Neuroscience. In 2020, he received the iGIANT (impact of Gender/Sex on Innovation and Novel Technologies) Pioneer Award.
